The present intervention concerns Phase 2 of the Ketta-Djoum Road Development and Yaoundé-Brazzaville Corridor Transport Facilitation Project. The Ketta-Djoum road (503 km long) is an important segment of the highway linking the capitals of Congo (Brazzaville) and Cameroon (Yaoundé). This highway is Development Corridor No. 29 (CD29) of the Central African Consensual Transport Development Master Plan (PDCT-AC) which is 1,624 km long (Yaoundé-Sangmelima-Djoum-Mintom-MbalamNtam-Souanke-Sembe-Ouesso-Owando-Oyo-Brazzaville). The road will be constructed in two phases. The current phase has been implemented to the rate of 98% in Congo and 80% in Cameroon and is scheduled to be completed in December 2015. Phase II, which is the focus of this project, is a continuation of phase I, and entails finalizing the works not scheduled under Phase 1, in order to have a fully paved highway linking Brazzaville to Yaoundé by 2020. The project is expected to facilitate the movement of persons and goods between the two countries, and also open up access to localities with high economic potential in northern Congo (agriculture, mining, timber ...) and south-eastern Cameroon. The project comprises the following six components: (i) road works; (ii) ancillary infrastructure; (iii) transport facilitation; (iv) transport sector studies and institutional support; (v) biodiversity support; and (vi) project management.
The sector objective of the project is to enhance the efficiency of the road transport subsector with a view to boosting economic and social development and regional integration in the ECCAS area. Hence, it facilitates the implementation of the Central African Consensual Transport Master Plan (PDCT-AC) whose priorities include ensuring, in the short term, that there are reliable and permanent connections between the national capitals of the sub-region. The specific objective of the project is to improve the service level of the transport logistical chain along the Brazzaville - Yaoundé highway in order to boost trade and enhance living conditions for project-area communities.
The project's direct beneficiaries are the road users as well as communities within the project area (Sangha Department in northern Congo, and the south and south-east regions of Cameroon).
