Project General Description

The present intervention concerns Phase 1 of the Ndendé-Dolisie Road and the Libreville-Brazzaville Corridor Transport Facilitation Project. This phase concerns the Libreville-Pointe Noire-Brazzaville Corridor, which is a focus of policy, social, economic and integration challenges in Central Africa and even continent-wide. This section is located on the Tripoli/Windhoek Trans-African Highway, identified as a priority of the Programme for Infrastructure Development in Africa (PIDA). This project is also consistent with the transport sector visions and policies of the Economic Community of Central African States (ECCAS) and the Central African Economic and Monetary Community (CEMAC). The expected outcomes of the project are: (i) improved service levels on the corridor, as well as increased traffic and trade in Central Africa; (ii) lower transport and logistics costs; and (iii) improved living conditions of the local communities and their access to basic social services (drinking water, schools, etc.). The project is structured around the following components: (A) road works; (B) related developments; (C) transport facilitation and (D) institutional support to the transport sector; and (e) project management & monitoring.

Project Objectives

The objectives of the project are to contribute to: (i) the socio-economic development of all countries in the subregion; (ii) the opening up of local populations and the subregion; (iii) the development of local and international trade; and (iv) the promotion and facilitation of trade between Gabon and Congo, and between countries in the subregion in general.

The main beneficiaries of the project are agricultural assets, which are experiencing difficulties in sourcing inputs and selling their products due to poor road conditions. The other beneficiaries of the project are industrialists, forest operators, transporters and shippers whose operating and logistical costs will be drastically reduced with the development of the axis and rural tracks.
