Project General Description

The Lomé-Cotonou Road Rehabilitation (Phase II) and Coastal Protection Project is part of the Abidjan-Lagos Corridor identified as the backbone of the economic and social development of the sub-region, and therefore considered as a priority under the African Union Program for Infrastructure Development in Africa (PIDA) and the ECOWAS Regional Transport Facilitation Programme. This project focuses on the Lomé-Cotonou section of the Corridor, which is an essential link in the Community Road (CU1) within the West African Economic and Monetary Union (WAEMU) zone. It represents a new step in the protection of the entire coastline of Togo and Benin as it will provide the two countries with a coherent, comprehensive and multidimensional program to fight against coastal erosion. Phase 1, already in progress, focuses on the rehabilitation in Benin of the Pahou-Ouidah-Hillacondji road section and the construction of a Juxtaposed Border Post (JBP) at the border between Togo and Benin. Phase II, object of this support, focuses on (a) upgrading Avépozo-Aného road section (30 km) into 2x2 lanes, which will complete the missing link on the Togolese stretch of the Abidjan-Lagos Corridor. In addition, the project includes (b) coastal protection works including the construction of 28 groynes and beach nourishment as well as coastal protection studies in Togo and Benin; (c) ancillary works and support to pro youths/gender economic activities; (d) transport and transit facilitation measures, construction of one Juxtaposed Control Post, training/sensitisation campaign for border services and users, and (d) support to project management and monitoring. The project will be implemented between January 2017 and December 2021. The project’s total cost, excluding taxes and customs duties, is estimated at UA 134,341 million.

Project Objectives

At the strategic level, the project aims to contribute to strengthening regional integration, intra-regional trade growth as well as protecting the Togolese and Beninese coastlines. Specifically, the project aims to: (i) improve the level of service of the transport logistics chain and traffic flow on the Abidjan-Lagos Corridor as well as improve the living conditions of the populations in the PIA; and (ii) strengthen the climate resilience of infrastructure in coastal areas in both Togo and Benin.

Beneficiaries

The project's main beneficiaries are the populations living on the coast bordering Benin and Togo. The implementation of the component on coastal protection will help preserve human lives and socio-economic activities in the coastal area. The project will directly benefit transport users and the 2.5 million people (1.5 million in Benin and 1 million in Togo) living in the project area between Lome and Cotonou. By improving access to production areas and providing new transport facilities, farmers and traders will benefit from the new road and related facilities. Lastly, it will foster increased trade and strengthened cooperation among ECOWAS countries in general, and between Benin and Togo in particular. The project will have a positive impact on women and youths by improving their access to socio-economic activities and through the creation of more formal and better paid jobs.
