Project General Description

The project for the reconstruction of the Coyah-Farmoreah Sierra-Leone border road was designed to provide a response to the crucial needs to open up the production areas concerned by the project and contribute to improving the competitiveness and diversification of their economies by linking Conakry to Freetown on a fully tarred road. This should unlock the region's strong agricultural and industrial potential, stimulate trade, reduce poverty and social inequalities, and consolidate peace and security at the level of Guinea and Sierra Leone. The present project will consist of: (i) rebuilding the 75 km of the road by widening it to the standard ECOWAS standards (7m of pavement and two shoulders of 1.5m each) with a structure covered with asphalt concrete (BB) as well as the structures on this road; (ii) make operational the checkpoints juxtaposed to Pamelap by supporting the interconnection of customs computer systems of both countries as well as the implementation of the joint control of goods on import and export; (iii) provide support to the transport sector by improving road safety, axle load control, and conducting project preparatory studies and (iv) strengthen the capacity of the Executing Agency and Customs Administration in Guinea. The project will be implemented over a period of 4 years for a total cost HT / HD, including physical contingencies and financial uncertainties, estimated at 62.24 million UA, the equivalent of 78.08 million EUR. It comprises five components, namely: (A) Road reconstruction; (B) development and related measures; (C) transport facilitation; (D) support to the transport sector; and (E) project management.

Project Objectives

The sectoral objective of the project is to contribute to strengthening integration and subregional trade, through the growth of trade between Guinea and Sierra Leone and the strengthening of cooperation and integration in Africa. The specific objective is to contribute to the improvement of: (i) the level of service on the Conakry-Freetown axis; (ii) conditions for crossing and crossing the border between Guinea and Sierra Leone; and (ii) accessibility to basic services and living conditions of the populations in the Project's Direct Influence Zone.


The direct beneficiaries of the project are transport users, producers in the project area and local residents.
