Project General Description

The proposed operation concerns three ADF supplementary loans of UA 31,200,000, UA 9,900,000 and UA 24,900,000 in favour of Cote d’Ivoire, Guinea and Liberia to finance the Mano River Union Road Development and Transport Facilitation Programme. The purpose of these three supplementary loans is to complete the financing of the said programme, given that the amount available under the 2014 ADF regional envelope is not adequate to finalise the project. This programme deals with the construction and tarring of 276.35 km of roads in Côte d’Ivoire, Guinea and in Liberia. Its realization will enable to combat fragility factors, which fuel the consecutive crises that the region had experienced over the last 20 years, namely the locking of regions, the high number of check- points and inadequacy of border posts.

Project Objectives

The overall objective of the programme is to sustain the post-conflict economic revival of the MRU region through improving road infrastructure and promoting intracommunity trade. The programme specifically aims to improve transportation conditions on the road concerned with a view to reducing the cost of transportation, fostering the free flow of persons and goods between the three countries and improving the living conditions of the populations in the programme area.

Le programme bénéficiera aux usagers de la route, aux transporteurs, aux agriculteurs, à la population de la zone du programme, qui compte 2,83 millions d'habitants, et en particulier aux groupes défavorisés (femmes et enfants), qui constituent la plus grande majorité.
