Project General Description

The Madagascar-Beira Port Corridor Development and Trade Facilitation Project, Phase II, involves the construction of two road sections, namely RN 9 in the South-West, Manja and Dabara section, over 185 km, and RNT 12A in the South-East, Ebakiky (KP 44+150) - Manambondro (KP 165+400) section, and the construction of eleven (11) bridges between KP 56 and KP 175, as well as the implementation of trade facilitation activities. It is an ADF loan of UA 125 million (comprising UA 50 million from the country allocation for Madagascar and UA 75 million from the regional package). This project will help improve accessibility to rural and agricultural areas which, through the link to Tulear and Fort Dauphin port facilities, will open new opportunities for increased trade with COMESA, SADC, and Indian Ocean countries. The project will continue with PACFC I activities in the "Trade Facilitation" component. To sustain PACFC I achievements in line with AFE requirements, Madagascar intends to work towards strengthening the National Trade Facilitation Committee responsible for coordinating and monitoring the national trade facilitation system. The overall project implementation schedule is spread over 5 years, from 2022 to 2026. Through the Port of Beira, Mozambique will be primarily concerned with studies and other influencing frameworks on trade facilitation, but also the interconnections between the Port of Tulear and the Port of Beira. In a subsequent phase, the Beira Corridor as a whole will be taken into consideration.

Project Objectives

The project’s sector objective is to improve accessibility and promote the concept of corridors for road transport infrastructure in Madagascar in efforts to foster trade from Madagascar to the continent and the rest of the world, especially Asia as well as imports. The project’s specific objectives are to (i) improve accessibility to southern Madagascar; (ii) promote trade and investment by facilitating export, imports and investment procedures and developing a competitive culture to enhance the various typical products of southern Madagascar, particularly agriculture, mining, and tourism, and diversify supply; and (iii) support the interconnection of maritime transport networks in the Indian Ocean and Beira Corridor, for which Mozambique is the gateway.

Beneficiaries

The Area of influence of the Corridor Development and Trade Facilitation Project (PACFC-2) is both: (i) the regions of Anôsy and Atsimo Atsinanana (zone of influence of RNT 12A), including the districts of Taolagnaro and Vangaindrano; and (ii) the Menabe region (zone of influence of RN 9). The two regions have a total population of 1,598,600 inhabitants according to the 2020 general population census and will benefit directly and indirectly from the Project. The populations benefiting directly from the project are mainly farmers, fishermen and agropastoralists, especially traders, estimated at about 800,000 inhabitants, including those benefiting from the following agricultural projects: (i) the PICAS project (Anosy and Androy regions), which is currently being evaluated by the Bank; and (ii) the 2PDA-RDBM project (Menabe region), for which an ADF project preparation fund is currently being appraised.
