The Project road, El Wak – Rhamu Road, is part of the 740 km IsioloWajir-Mandera road corridor located in the North-Eastern region of Kenya. This corridor is one of the four priority corridors identified under the Horn of Africa Initiative, by the participating governments- Kenya, Ethiopia, Somalia, Sudan, Djibouti and Eritrea. It is one of the major international trunk roads linking Kenya with the Republic of Somalia at El Wak and Mandera and Ethiopia at Rhamu and, therefore, forms a strategic regional route. The Project road traverses one of the marginalized, relatively underdeveloped, arid areas of Kenya with relatively high levels of poverty among the communities and insecurity incidences. The existing road is in a poor condition resulting in long travel time when traversing the region and ultimately high transport costs. The prevailing conditions therefore present unattractive environment for doing business. The Project consists of upgrading of El Wak – Rhamu (142km) section of the corridor, construction of town loop roads, flood mitigation measures, provision of a virtual axle load weighing station and construction of access roads. The development of this Project road will ease transport, promote trade, alleviate poverty, and promote regional integration. It will also result in improved security management in the area and therefore contribute to a reduction in fragility. The total cost of the Project is UA 157.41 million (KES 24.216 billion). The overall implementation period is 5 years.
The development objective of the Project is to improve transport and trade along the Isiolo – Mandera Corridor. The specific objectives of the Project are to improve road transport services along the corridor by reducing travel time and vehicle operating costs and to improve road traffic safety along the road.
Project beneficiaries are the Project area residents who will benefit from the increased trade and greater economic opportunities which will accrue through creation of employment opportunities for both skilled and semi-skilled labour. The Project will also significantly benefit the regional traders and transporters who will have an improved access to a more secure corridor. The Project will also enhance regional integration between Ethiopia, Kenya and Somalia.
