Project General Description

The present operation concerns the feasibility study of the Kolwezi -Solwezi Power Interconnector Project which directly supports the African Union’s Programme for Infrastructure Development in Africa (PIDA), especially North-South Power Transmission Corridor. The Kolwezi–Solwezi interconnection will contribute enormously to the stability of both the Zambia Electricity Supply Corporation Limited (ZESCO) and National Electricity Company (SNEL) networks, especially in the southern part of DRC. It will support SNEL's network in the Katanga area, and will also provide additional transmission capacity for exports from Zambia and other SAPP (Southern African Power Pool) member countries to DRC, and conversely. The NEPAD-IPPF grants are to help fund full feasibility studies, including detailed design and tender documents of the proposed high-voltage direct current (HVDC) 330-/400-kV transmission lines within two years. This support includes one component consisting of the following sub components: (i) Feasibility Study, Detailed Design, Tender Documents and Terms of References for supervision consultant; (ii) Environmental and Social Impact Assessment (ESIA); and (iii) Resettlement Action Plan (RAP).

Project Objectives

The principal objectives of this project are to improve the security and reliability of power supply and also foster economic development and regional integration through enhanced cross-border electricity trade.


The main beneficiaries of the project are the people of the DRC and Zambia. The project will increase the transmission capacity within the SAPP as well as enhance energy security for the DRC and Zambia. In addition to reinforcing and building resilience in the current grid, the interconnectors will significantly help to increase trade flows, deepen power trading markets in the region and in Africa as a whole. The interconnectors will help to create an enabling environment for private-sector participation by assuring a ready regional offtake of power generated.
