The proposed operation is a technical assistance support to the development of a Continental Power System Master Plan (CMP). The master plan will provide a roadmap for the eventual integration of the continent through the establishment of a sustainable integrated continental power transmission network, in the context of the African Union's Agenda 2063. The CMP has been designed to be developed in two phases: the first phase focuses on the baseline study and the second phase on the development of the continental master plan. The baseline study was carried out with the support of the European Union Technical Assistance Facility (TAF-EU) for an amount of It was completed in October 2020. The Bank's current intervention is focused on the development of the master plan. The Project is structured around the following three (3) components: (i) Support to energy planning and modelling; (ii) Support for capacity building and institutional strengthening of AUDA-NEPAD and energy pools; (iii) Updating and development of the CAPP and COMELEC master plans, respectively, as well as institutional strengthening and development of regulatory, legal frameworks, among other aspects. The cost of the main activities related to the development of the continental power system master plan (Phase IIA) as shown in the table below is estimated at USD 17.5 million.
The main objective of the Project is to identify the subsystems of a network of stable and reliable intra- and inter-regional power systems and ensure their orderly development to form the physical basis of the single African electricity market that is being launched.
The main beneficiaries are the African Union and all the Bank's Regional Member Countries.
