Project General Description

The present intervention concerns the detailed Sketches/Bidding Documents for Sambangalou and Kaléta hydro-electric power schemes and the interconnection line for the electric power grids of OMVG countries. These studies are also in line with the NEPAD Short Term Action Plan that considers regional integration as one of its priorities in the effort to establish economies of scale that are possible only in larger markets. The commissioning of the Sambangalou and Kaléta hydro-electric power schemes, and the development of trade in the electric power through an interconnection line of nearly 1,750 km linking Senegal, Guinea, Guinea-Bissau and The Gambia are aimed at strengthening regional cooperation and integration between these countries in the energy sector. The structures should also help to reduce the power shortage between Zone A, which has seven interconnected countries (Benin, Burkina Faso, Côte d’Ivoire, Ghana, Niger, Nigeria and Togo) with total power of 11,000 MW, and Zone B (The Gambia, Guinea-Bissau, Liberia, Mali, Senegal and Sierra Leone) with total power of 1,000 MW, and in which only Mali and Senegal are interconnected in the OMVS. Furthermore, the present studies offer an opportunity for developing OMVG’s internal capacities for the exploitation and management of future structures.The studies consist of the following components: A) detailed sketches and bidding documents; B) environmental and social impact assessment; C) sensitization and validation of results; and D) support for the conduct and management of the studies.

Project Objectives

The sector goal of the studies is to strengthen regional cooperation and integration of OMVG member countries in the energy sector, and particularly in the electricity sub-sector. Furthermore, the proposed studies have the following specific objectives: (i) prepare detailed sketches for the Sambangalou and Kaléta hydro-electric power schemes and the interconnection line, including an Environmental and Social Impact Assessment (ESIA), an Environmental and Social Management Plan (ESMP) and a Reinstallation Plan (RP) for the affected population; and (ii) prepare bidding documents for the above-mentioned structures.

Beneficiaries

The main beneficiaries of these studies are the member countries of the Gambia River Basin Development Organization (OMVG).
