The present Technical Assistance (TA) operation aims at promoting large-scale investments in the gas and electricity sector in Mozambique. It consists of engaging experts to strengthen the promotional capacity of the Electricity Company of Mozambique (EDM) and the National Oil Company of Mozambique (ENH) in all strategies and agreements to be developed, negotiated, implemented, managed, and reviewed or produced related documentation. In addition, the TA will contribute to the development of the necessary skills and competencies of the participating entities through a series of training programmes. The different types of activities to be entrusted to the consultants will be carried out in both the long and short term and on the basis of a selective list as and when required. The intervention will produce different results in support of the development of the energy sector in Mozambique, in particular the gas and energy sectors. These results include the recruitment of Transaction Advisors to provide practical support for the preparation of 8 projects and contract negotiations that will subsequently improve access to cleaner energy, accelerate the development of local industry, strengthen production and transport capacities, and increase regional trade.
The development objective of the Technical Assistance is to support the government of Mozambique in the development of three large Public-Private Partnerships (PPPs) in the energy sector through skills, expertise and competence development, to ensure large scale gas and power projects are developed in an equitable, transparent and optimized way for maximum national benefit.
The Technical Assistance will be of benefit to specific entities such as Electricity Company of Mozambique (EDM), National Oil Company of Mozambique (ENH), Ministry of Mineral Resources (MIREM), Ministry of Energy (ME) and Ministry of Planning and Development (MPD). However, it will support development of two explicit large scale projects (STE/Mpanda Nkuwa and the LNG trains) that provide national benefits through increased electricity supply to the whole country and to the region as well as increased revenue from GNL sales and local industrial development. About 250 people will be trained at several levels 30% of which will be women and over 1 million people will benefit indirectly through the two mega projects.
