The Horn of Africa Digital Market Integration (HDMI) Project - Phase 1 aims to strengthen the development of more deeply integrated economies across the Horn of Africa region through the creation of a single digital market under the Horn of Africa Initiative (HoAI). It also contributes to make financial transactions more reliable with the strengthening of the control and monitoring systems of central banks in the context of countries in transition who are vulnerable to terrorism, money laundering, etc. The project also proposes to support national posts in the digital transformation of their activities thanks to their significant coverage of vast areas of territory with their offices. In this regard, marketplace platforms will allow populations in remote areas to be able to find outlets for their products, especially the artisanal ones. This intervention is designed around four components, namely: A) Digital trade and e-commerce enablers, B) Data economy and digital trust promotion; C) Support actions and D) Project management.
The project development objective of the first phase of this project is to strengthen the development of more deeply integrated economies across the Horn of Africa region through the creation of a single digital market. Specifically, the project seeks to implement robust, secure, and reliable digital trade and ecommerce enablers, promote digital economy and trust substrates and fill gaps with regards to digital ecosystem (cybersecurity, data protection and exchanges and digital transactions).
The project directly concerns the populations of the five beneficiary countries, who are estimated at 190 million. More generally, it will benefit all the populations of the Horn of Africa due to trade between the different countries. It particularly concerns MSMEs and their owners most of who are women but targeting at least 30% in each country based on in country specific variations, the number of women that can be reached in each country, gendered challenges, opportunities/logistical support and different levels of coping mechanisms.
