This is an emergency operation to support and strengthen the response of Member States of the Central African Economic and Monetary Community (CEMAC) and the Democratic Republic of Congo (DRC) to the Coronavirus (Covid-19) pandemic in the coming months. It responds to a request from the CEMAC Commission and takes account of needs expressed by CEMAC member States through their national prevention and response plans to combat Covid-19. The operation is also part of the Bank's overall action to assist regional member countries in their fight against Covid-19. Therefore, the project complements the USD 2 million grant approved by the Bank in favour of WHO and will be followed by other operations under the Covid-19 Response Facility (CRF) approved by the Bank on 8 April 2020. The total cost of the operation stands at UA 9.97 millionand comprises a UA 8 million grant from the ADF-14 regional envelop in favour of CEMAC, a UA 0.9 million ADF grant from the resources of past cancelled projects in favour of the DRC, a UA 0.244 million ADF grant from the resources of past cancelled projects in favour of Chad, and a UA 0.825 million TSF grant from the resources of past cancelled projects in favour of Chad.
The project's overall objective is to support CEMAC countries and the DRC to contain and curb the coronavirus pandemic (Covid-19). The specific objectives are to (i) strengthen surveillance at points of entry (air, sea and land routes); (ii)build essential sub-regional and national capacity for Covid-19-related epidemiological surveillance and case management; (iii) ensure the availability of stocks of products for the prevention, control and treatment of symptoms; and (iv) ensure communication and coordination at the regional level. The project,which will be implemented over 12 months, will comprise the following three components: (i) Support prevention, control and case management at regional and country levels; (ii) support the resilience of health systems and communities in CAR, DRC and Chad; and(iii) regional coordination and project management.
All project beneficiaries are people living in the CEMAC region,the DRC and neighbouring countries. Overall, the project will directly benefit about 145 million people in the Central African region, over 50% of whom are women.
