The Socioeconomic Reintegration Support Project for Vulnerable Groups in the Lake Chad Basin (abbreviated as PARSEBALT) is a pilot investment project that will help to mitigate the negative effects of climate change with the advancing desert and the shrinking of the area of the Lake Chad. The project comprises the following three components: (I) Institutional capacity building and beneficiaries; (II) Support for the social reintegration and economic activities of the beneficiaries; and (III) Project Management. The cost of the project is UA 13.09782 million. It is financed by an ADF loan of UA 8 million in Cameroon, an ADF grant of UA 2.5 million to the Central African Republic, an ADF grant of UA 2.5 million to Chad and a Cameroon Government contribution of UA 0.09782 million. The project will be implemented by the LCBC over a period of 4 years from 2018 to 2021. This operation concerns the Central African component of the project.
The project aims to contribute to the improvement of living conditions in the Lake Chad Basin, through the social and economic reintegration of the populations most affected by insecurity and climatic hazards in the region. Specifically, the project will contribute to: (i) combat youth unemployment and idleness by improving training provision and its relevance to local economic needs; (ii) revitalize economic activities in the region, promoting and accompanying the structuring of women's and youth economic groupings; (iii) organize civic training for the population, to strengthen their patriotic spirit and civic sense; (iv) build resilience and adaptation capacity to climate change by increasing their incomes and raising awareness about safety, the environment and social ills.
The project will target women and youth, who represent about 52% and 70% of the total population of the project area, respectively.
