The proposed project focuses on two of the Lake Chad Basin countries affected by Boko Haram insurgency comprising Chad and Niger and on the regional component of the Lake Chad Basin Commission Regional Stabilization Strategy. It aims to enhance regional institutional capacity to sustain peace and build resilience to crises and shocks on people and communities affected by Boko Haram insurgency. Indeed, at least 35,000 people have been killed since the beginning of the conflict. In the four affected countries, 17.4 million people live in areas affected by the crisis and 10.7 million need humanitarian assistance (Chad = 4.1 million / Niger = 2.3 million). The project is specifically dedicated to strengthening LCBC institutional capacity to operationalize and implement the RSS and to support Chad and Niger to effectively participate in LCBC stabilisation, recovery and resilience efforts as well as initiate efforts to empower youth and women in the two countries at the national and local levels in a coordinated manner while benefiting from experience sharing from other countries. Its implementation adheres to the AfDB strategy on Addressing Fragility and Building Resilience in Africa (2014-2019) by contributing to the effectiveness of LCBC to progressively tackle political and economic drivers of fragility in the Lake Chad Basin region. The project is valued at UA 2 million (USD 2.76 million) and will be funded through Grant financing agreement in accordance with applicable conditions from the RSF Pillar III resources by the AfDB. It will cover the cost for Chad and Niger.
The project’s overall aim is to enhance regional institutional capacity to sustain peace and build resilience to crises and shocks of people and communities affected by Boko Haram insurgency. The specific objectives are; (a) To strengthen institutional capacities of the Lake Chad Basin Commission to comprehensively operationalize and implement the RSS; (b) In light of objective (a) provide platforms and space for Chad and Niger to effectively participate in regional and cross-border dialogue, engagement and interaction aimed at stabilization, recovery and resilience in the region; (c) To support the facilitation of youth and women empowerment and the linking of youth and women into private sector opportunities.
The support will directly benefit LCBC to strengthen its capacity to carry out this mandated function under its regional integration and peace and security mandate. Additionally, it shall directly benefit the Governments of Chad and Niger, civil society groups, and community members.
