Project General Description

The Support to CREFIAF and Implementation of Supreme Audit Institutions' Mandates (PAMOMISC) project aims to address the inadequate capacity of Supreme Audit Institutions (SAIs) and external audit bodies in the selected countries, which remains a major impediment to development effectiveness and inclusive growth in all sectors of the economy. It contributes to maintaining macroeconomic stability, debt sustainability and natural resource management in the countries concerned. The project will also lead to improved engagement through communication and public access to SAI reports. The main expected results are: (i) improved transparency and accountability in public finance; (ii) regular external audits in the five countries; (iii) better harmonisation of standards among SAIs; (iv) SAIs to conduct audits of investment projects financed by the Bank, following the example of audits of financial flows already undertaken by some SAIs in the context of budget support; and (v) improved consideration of gender in public policies.

Project Objectives

The overall objective of the project is to strengthen transparency and accountability in the management of public funds in order to achieve better service delivery by the state, for the improvement of people's living conditions.

Beneficiaries

The direct beneficiaries of the project are CREFIAF and the Supreme Audit Institutions (SAIs) of the five transition countries covered by the project. Indirect beneficiaries will include the governments of the five countries, the legislature, the judiciary, citizens, civil societies, accountants general, local professional auditing and accounting bodies of the member countries, as well as partners such as INTOSAI, AFROSAI, IDI, the Pan African Federation of Accountants (PAFA) and the professional accounting and auditing institutions of the various beneficiary countries.
