This operation involves a grant of UA 479,000 from the Technical Assistance Fund for Middle Income Countries (TAF-MIC) to finance the African Centre for Training and Research in Administration for Development (CAFRAD) Transformation Support Project. Established in 1964, CAFRAD is a pan-African intergovernmental organisation (IGO) based in Tangier, Morocco. It currently has 37 member states and works to improve public administration and governance systems in Africa. CAFRAD's capacity building support will provide Africa with a reference centre that African states can draw on to improve their economic and financial governance through training and advisory missions. It will also provide a space for knowledge transfer and regional integration in which African executives from different regions of the continent will meet. The PAT-CAFRAD is composed of the following three activities: (i) Technical assistance for the elaboration of the strategic action plan for the transformation of CAFRAD; (ii) The organisation of workshops for the validation of the strategic action plan for the transformation of CAFRAD; (iii) The recruitment of an international consultant, expert in the management of training organisations. The project will run for a period of 22 months from its launch date.
The overall objective of the project is to contribute to the transformation of CAFRAD in order to improve its technical assistance capacity and the quality of its training programmes.
The main beneficiary of the project is CAFRAD, as it will be provided with an institutional diagnosis, a three-year implementation plan for its transformation, a new organisational scheme and a new resource mobilisation strategy. In the long term, African countries will also benefit from the project, in that the transformation of CAFARAD will increase the number of technical assistances for the benefit of these countries, increase the reception capacity of African executives and improve the quality of training.
