The Programme entails implementation of policy reforms and institutional capacity building to institutionalise transparency and accountability in fiscal management in Zambia. It will contribute to efficient utilisation of public resources and improved fiscal governance. It will institute measures to ensure that the social sector budgetary allocations are actually spent as planned and not diverted to other uses, hence it will have direct positive impact on poverty reduction. Against the background of the Government's agenda for good governance, interim PRSP and the draft PRSP, the proposed Programme is designed to improve the level of accountability and transparency in fiscal affairs. The major components of the programme are, i) budget reforms; ii) domestic debt management; iii) public procurement reform; iv) public accounts audit; v) combating corruption; vi) decentralisation; and vii) institutional capacity building.
The goal of the Programme is to contribute to good governance in Zambia by undertaking policy measures and creating the institutional capacity to promote transparency and accountability in fiscal management. The objective is to support good governance in Zambia in the areas of fiscal transparency and accountability. While addressing policy reforms in these areas, the loan will contribute to bridging the external financial of Zambia in 2001 and 2002.
The beneficiaries of the programme are the Zambian Government and the entire population.
