Against the background of the Government's agenda for good governance, interim PRSP and the draft PRSP, the proposed Programme is designed to improve the level of accountability and transparency in fiscal affairs. The major components of the programme are, i) budget reforms; ii) domestic debt management; iii) public procurement reform; iv) public accounts audit; v) combating corruption; vi) decentralisation; and vii) institutional capacity building.

The objective is to support good governance in Zambia in the areas of fiscal transparency and accountability.
