The proposed operation is an ADF Grant of UA 2.5 million to the Republic of Zimbabwe to finance the Institutional Support for Governance and Public Finance Management Project. This project complements ongoing Bank interventions in Zimbabwe (i.e. SITA, ISERD, CBPFEM, and TAEP) and will facilitate preparation for further programming in the aftermath of the clearance of arrears. The Bank will thus play a major role in contributing to public sector effectiveness, fiduciary oversight and accountability. The Project has three components: a) Enhancing Public Sector Effectiveness (Public Debt Management and Procurement) b) Promoting Inclusive Governance, Accountability. c) Project Management. It will be implemented over a period of three years from January 2022 to December 2024.
The overall development objective of the project is to enhance macro-stability through strengthening public sector effectiveness and accountability. The specific objectives are to (a) improve public debt management and support Zimbabwe’s strategy for arrears clearance b) enhance public sector effectiveness through strengthening the public procurement system and c) Enhance inclusive governance and accountability by enhancing the oversight role of Parliament.
The main project beneficiaries include the Ministry of Finance and Economic Development (PDMO), the PoZ and PRAZ. The indirect beneficiaries are the general population of Zimbabwe, and the private sector, who will benefit from enhanced economic growth and poverty reduction through improved PFM- systems. Transparent and accountable management of resources will ultimately lead to increased public confidence in government.
