This intervention concerns the Support for Arrears Clearance and Governance Enhancement (SACAGE) project. It aims to improve arrears clearance, sustainable debt management and oversight, thereby contributing to macroeconomic stability and fiscal consolidation. The project will strengthen capacities of the beneficiary institutions through provision of technical assistance, development databases, training and procurement of ICT hardware and software. The proposed project will provide technical assistance to effectively implement the arrear clearance and debt resolution strategy. The project has three components, namely (a) Enhanced capacity on arrears clearance and debt management; (b) Strengthened accountability and oversight; and (c) Project management. Arrears clearance and sustainable debt management are critical for macroeconomic stabilisation and fiscal consolidation while combating corruption and strengthened oversight prerequisites prudent use of public resources and re-engagement with the international community.
The overarching development objective of the proposed project is to improve arrears clearance, sustainable debt management and oversight, thereby contributing to macroeconomic stability and fiscal consolidation. The specific objectives of the project are to: (a) enhance capacity on arrears clearance and debt management; and (b) strengthen governance and oversight function of Government.
The direct project beneficiaries are the Ministry of Finance and Economic Development (MoFED) including the Zimbabwe Public Debt Management Office (ZPDMO); the Ministry of Justice, Legal and Parliamentary Affairs; the Zimbabwe AntiCorruption Commission (ZACC), and the Office of the Auditor General (OAG). These institutions will collaborate and work with other Ministries, Departments and Agencies (MDAs) such as the Parliament of Zimbabwe and Civil Society Organisations (CSOs) which are key attainment of Projects objectives. The indirect beneficiaries are all the people of Zimbabwe since clearance of arrears and improved oversight will lead to improved economic and business environment.
