Project General Description

The Health System Development Support Project is a follow up to the adoption of the National Economic and Social Development Plan for 2020 that was an outcome of the second economic conference held in November 2007. It will help to reduce poverty reduction by contributing to the achievement of the objectives defined in this policy paper, particularly increasing access to social services and improving their quality. The project is consistent with the 2008-2012 Bank strategy for Equatorial Guinea in that it will contribute to human capital development so as to provide the country with quality public services in health and education. The expected outcome is improvement in the health status and well-being of the population. The following achievements will support efforts in recent years by the Government of Equatorial Guinea to broaden health infrastructure and immunization coverage: (i) building of the planning and management capacities of the MSBES, (ii) strengthening of basic health infrastructure coverage, and (iii) maternal health promotion and control of communicable diseases. The expected outcomes of these efforts are as follows: (i) enhanced leadership of the MSBES in the implementation of sector reforms required to improve the performance of the health system; (ii) an increase in geographical accessibility of basic health facilities; (iii) development of the skills of health personnel, improvement of the technical quality of care, and increased antenatal and obstetrical coverage.

Project Objectives

The sector goal of the project is to improve the status of health of the population by reducing child mortality (MDG No. 4), improving maternal health (MDG No. 5), and controlling communicable diseases (MDG No. 6). Specifically, the objective of the project is to build the capacities of the national health system in the control of communicable diseases and quality health care delivery.

Beneficiaries

The direct beneficiaries of the maternal health and blood safety promotion will be pregnant women and women of child-bearing age who account for 10% of the population and comprise about 101,500 persons. Children under 5 years old, who make up 22% of the population and comprise 223,300 persons, will benefit from the immunization services. The technical skills of the health personnel, over 60% of whom are women, all categories considered, will be upgraded. Over half of the personnel to be trained will be women. The population of Equatorial Guinea on the whole will benefit directly from the health system capacity building activities, which will also have a direct impact on the quality of care provided, the general improvement of health, and national output.
